(because information dispersal networks are already in
place), as opposed to the way Vietnam was laid out.

Not that I approve of such ideas; the welfare would be

For sure Russia would retaliate nuclear, so would India and China.
These countries would also have allies in the case you describe,
nuclear allies.
When US crops would be radioactive, your cities flattened, the
chances of survival for billions of Chinese, Russians, and Idians
would be better, for example Russia is pretty much a place where people
know how to survive without a toaster and microwave and prepacked meals.
IF there were survivers in the US, then these would be the ones needing
help.
