In honest self-defense classes for civilians at least, if a student
comes up with a hypothetical six-ninjas situation the only answer is to
not to put yourself in situations where you'll be jumped by six ninjas.
Otherwise the training has no easy answers for you.

Police are supposed to be smart. Not walk themselves into situations
where they're at an obvious disadvantage like the one you mentioned out
of ego, and then rely on faith that they can pull fast enough to save
themselves and that they're not making a mistake if the other party does
something in hindsight, pretty predictable like touching their pants.

effort.

People tend to get agitated when they feel they're being targeted for
silly things or for no reason and often run for silly reasons, too.
People running more often makes for good PR that there's some "epidemic
of crime" though these "crimes" were often manufactured out of nothing,
or at least stuff that previously law enforcement wouldn't have
concerned themselves much with. and justifies ever larger police budgets
and more "crackdowns" and so forth.

there to pick up his wife. He heard the shooting and came around the
corner and put five out of six slugs in the guy and had to go around
the back of a car to reload because the guy was still crawling for
his weapon. All five rounds were in non-vital locations.

Nowadays, the same silhouette target that used to get monikers of
"vital" and "non-vital" now get referred to as "center mass" to de-
sensitize it and they suggest two rounds.

Oh and the paperwork on killing someone is often less than filing
the charges and reports associated with a "live perp". Just sayin'.

Actually there is a crime, fleeing from the police that are trying to
detain you is generally a crime.

Creation of the situation IN THE MIND OF THE OFFICER is the responsibility
of the officer; the situation on the ground was NOT threatening, hostile,
dangerous (and certainly fleeing did not create threat or danger).
The mind of the officer was volatile, only he bears responsibility for that.

Sure, put you on the ground, chasing a fleeing suspect, see what you
think. What percent of time do innocent, law abiding people flee? The
ones that flee, 99% of the time it's because they have drugs, have a
warrant, know they just committed a crime, etc. And by doing so, they
are the ones that turned a simple arrest for a gram of coke or a trip
to jail on a warrant into a toxic, volatile situation. Sorry, but if
they spin around in a dark alley, teh cop believes he sees them reaching
into their pocket and they wind up dead, I'm not going to start blaming the cop.
