Do you know how to have a circuit to limt the voltage up to 1.5V all the
time.

Well, using ZENERS would be a little tricky since they are
in IMPACT mode at those low levels.

If you're not looking for anything supper stable you could
use a couple of switching diodes in series to clamp a source
resistor.
