Trying to ID SM IC...

Got a surface-mount IC that I can't spot anything for on Google. Need to
ID it so I can try to chase down the problem in the circuit it's in.

It's a 14 pin, surface-mount DIP. No obvious pin 1 mark (no notch, dot,
or circle), but I'm assuming that, as is conventional, lower left corner
when the label is readable would be pin 1.

An ASCII-art drawing of the chip: (at more than twice life size when
viewed in a 9-point mono-spaced font like Monaco 9)

Could be... I'll try taking a look at google with that number. Maybe
it'll pare the hits down to something approaching possible to look
through. (4969UB gave me back nothing, 4969 gave me back over a quarter
of a million hits, with none of the summaries/snippets on the first 10
pages or so worth appearing to have anything to do with electronics, let
alone IC information.)

An unbuffered inverter would make sense, since the item in question is a
tone-generator for tracing wiring, and I know that an inverter can
easily be turned into an oscillator...
