Strange component - ETC551

Hello. I'm trying to figure out this pest control device and it has an 8
pin DIP with a part number of ETC551. I tried the usual sources and was
unable to come up with a datasheet. I'm assuming it's probably some kind of
timer or pulse generator because it's in the circuit with an optocoupler
that controls an SCR which cycles on and off. Thanks for any info.

FWIW, the ETC prefix was used by Electronic Technology Corporation
(http://www.etechcorp.com/) which has now been acquired by Micrel
(http://www.micrel.com/).
