I can't see how it could. It just wouldn't be able to
maintain output V because input V is too low. As
long as your load can tolerate a low input V the
worse that should happen is the load won't work.

A 7 volt in /out differential for a 5 amp 14 volt supply ( 5 x 7 =
35 ) represents good design with plenty of margin for the regulator cct and
typical AC supply variations.
Like I said, your estimate of a 7 volt differential is based on an
assumption, not a measurement, and should therefore be ignored.
