Can someone tell me whether or not this is a tuning fork based Oscillator?

My guess based on the package and the frequency is, they are tuning fork

based.

If the seller isn't forthcoming with information, avoid the auction.
It's my experience that when there's something to hide, there's a good
chance that you're going to be getting a bad deal.
