Power Supply vs. Class 2 Transformer

I have a question about a power supply. If I have an lcd monitor, and
use an AC adapter "brick" instead of the original power supply unit,
why does the monitor blink on and off when powered up?

Is it because a power supply is voltage-regulated or something like
that?

The new brick may not be able to handle the surge current.
