He\'s what\'s called a downstream hack. He votes how the local GOP tells him to vote. It\'s very likely he knows little to nothing about the substantive matter of the big issues. But being a functional imbecile trainable in relatively complex tasks, he can probably learn the elements of procedure of lawmaking very well.
