I am in the Uk and recently bought some budget zinc chloride AAA cells.
I was surprised they has a no-load voltage of 1.65v. A different brand
has a voltage of 1.69v.

Isn't that rather high? How can the manufacturers cram such a high
potential?

I did a few checks on some AAA cells....
Budget zinc chloride1:
no load = 1.65v: after 15secs at 150mA = 1.44v

Budget zinc chloride2:
no load = 1.69v: after 15secs at 150mA = 1.45v

part-used Duracell M3 alkyline:
no load = 1.45v: after 15secs at 150mA = 1.56v

part-used Energizer NiMH rechargeable:
no load = 1.33v; after 15secs at 150mA = 1.24v

Not too sure what this shows about thos zinc chloride! Any
observations?

Yes, you bought a Chinese voltmeter.

His meter is not a problem, his exercise and the lack of battery supply may
be the problem.

I used 3-4 meters to see all actions the same time. One of my meters is a
Chinese meter, pretty accurate to me to check the Ic. I use JFluke and Soar
meters as well for reference. If you don't go down to a micro, then
Chinese meter is fine.

I have a Chinese meter over here and opened it to see the inside. All
ranges were adjustable with cheap potmeters.

Why don't you stick a solid rod of it up your ass, through some powder in
the air and breath deeply and drink the liquid solution!!
