Motor controller needed

I have an electronic project I am working on and need some help. My
Father-in-law gave me a broken electric scooter so I could convert it into a
toy for my son. It is very similar to this item:

The only thing wrong with this scooter was the electric motor control
circuit was faulty (everything else has been tested and works great).
Unfortunately he threw away the circuit and I am looking for a replacement.
What would I need to power a scooter of this size? Links to web sites or
ebay auctions would be greatly appreciated.

We have these Taylor-Dunn electric carts at work, old timers that have
been around since Noah's Ark. They use batteries in series to give 36V.
They have a foot pedal that's connected to a row of contacts, which are
basically the taps on a big power resistor made out of the same nichrome
wire that's in an electric heater, but with much thicker wire. So as
you stomp on it, the pedal makes contact with a lower resistance, and
finally full on, no resistance.

I know this doesn't sound very sophisticated, but it's dead simple and
doesn't have the problem that your scooter had: it's not unreliable.
