looking for someone to reprogram eprom Los Angeles

i need a eprom reprogrammed for my home theater.
Years ago someone built an ir to rs-232 device, for me.
I need to have the eprom updated with new device codes and burned .
The developer who did this for me is in the UK and offered instruct
someone as to what exactly needs to be done.
I don't think it is very complicated for someone who does this sort of
thing.
