looking for help with 400watt balast design or buy

Hello I am looking for the cheepest way to either build or buy a 400w metal
halide HID Balist that is pulse strike. The cheepest i have found to buy has
been here but can they be made easily?

and am looking for any input. It seems that they are a bit overpriced for
what they seem to be so i just thought there would be an alternative Thanks
