Not really. The reason why any locations peak is because they take action to avoid spreading the disease. Either that or a significant proportion of the population is already infected and so can't be infected twice.

So Washington likely has done a better job of isolation because their population was frightened enough to take the matter seriously sooner than other locations.

Clearly New York is still not afraid of this disease, there were "crowds" out to see the hospital ship sailing up the Hudson. There is a reason why they are leading the world in this disease. The Chinese may have been the first, but we are going them how an pandemic really works.
