CD will not spin up

Where can I find more information on this specific procedure?
Ideally, the service information for the CD player. I consider an
adjustment of laser power to be among the last things to attempt.
If it works, what it means is that the optics are probably dirty
and you're boosting laser power to compensate. However, if you go
too far, the laser will die without warning. And, if the actual problem
is elsewhere, turning the pot to the end could very well exceed the
laser's safe limits.

If you buy a bottle labelled "rubbing alcohol", it will be
about 70% isopropyl alcohol and 30% impurities, including _OIL_!
Why would anyone want to put that on their CD lens or
VCR pinch roller? 99% isopropyl is cheap enough at the
Drugstore!

Actually, it depends on the brand, Many are just 70 percent alcohol and
30 percent water. This works fine but I do agree that 99 percent or
pure is better.
