Two-year-old rechargeable 12 volt batteries for Ryobi power drill sit
endlessly in the recharger module, showing charging lights. But they
never exit with more than a little juice. (New ones at Home Depot cost
almost as much as a whole drill kit.)

So I rigged up a 6/12v, 1MA charger used for golfcart and lawn mower
batteries and ran them on each Ryobi battery for about 90 minutes. The
drill now turns at full power, though it does not maintain the charge
as long as before.

Any theories?
 
Nicads like to be completely discharged, you should also store them
discharged.

At some stage all NiCads will become very inefficient and will need to be
replaced. Store them discharged/empty.
