Roy told you. If you SELL it, you are liable. That means
regardless of whether it is even approved or not. That means period.
If I sell a lady a gemstone, and her daughter eats it and chokes, she
can sue me. I doubt she'd win, but she could. I your case, the
likelihood that a failure that is your fault resulting in you losing a
liability suit is very high, regardless of safety measures taken. Now
does it make sense?

If you are so worried that your product could cause a failure that
causes personal or property damage, you probably shouldn't be
considering electronics manufacturing as a career jump right now.

If your product is safe, you would already know the requisite AC
powered safety measures required, and would have incorporated them
into your design, and would not be here, asking about them.
