Zenith A19A02D Tuner Problem

I've got a A19A02D that does not recognize any channels. Or, I should say
that in Cable mode, it falsely recognized Channels 95-99, but they display
the same channel on each (there are no analog channels in that range btw).

I normally work on arcade monitors, and my TV work has never dealt with the
tuner module. Any pointers?

Tuner or control circuitry including defective caps on the data and clock
