What's wrong with it ?

The wires are crossed when they come out of the bare spot.
Notice the black comes in on the right and leaves on the left. Then the
green is connected to the white.

Just had to drop this in...

Years ago a plant manager was continually harassing a Reliance Drive
service engineer as to why a particular drive was shutting down.
Finally the CE with a straight face told the manager, "Sir, I think
there's an excess of homotrons in the wiring that's blowing the fuse".
