why does CTGEN in SE say I don't have license?

Dear all,

I met with a big problem: The server licence doesnot support Clock Tree
Generation:

I feel confused. But I am pretty sure that all license should be valid.

And also, the same error message happened when I run CTGEN in SE GUI, after
supplying CTGEN.cmd and CTGEN.constraint, it went on to launch "ctgbatch",
which again gives out the same error.

Can you help me on this issue? Any advice is
greatly appreciated!

Here is my command line:

Here is the result of running "lic_error -30":

ERROR (LM -30): license server does not support this feature

1. Use the lmstat utility to verify that the license server
daemons are
up and running.

lmstat -a -c license_file
or
lmutil lmstat -a -c license_file

2. The feature is not supported because

- The feature on the license server expired
- The feature has not yet started (the start date has not arrived)
- The version requested is greater than the highest
supported version 3. Contact the Customer Response Center at
1-877-CDS-4911.
