As far as drawing the schematic, just about any EDA package
designed to draw schematics will work just fine: OrCAD, Eagle, Protel,
God only knows how many others.

As far as turning said circuit into a PC board (why bother for
such a simple one?), or simulating it in SPICE, that's a whole 'nother
can of worms.

I don't know what program drew that schematic. But I do yearn for the
look of a schematic cranked out by a draftsman. Take a look at a good
1960's schematic, like from a Tektronics scope service manual. It's a
work of art. Today's CAD-generated schematics have a clunky appearance
in comparison. IMHO.

I use none of them. And believe me I tried dozens of the past 8
years. None of them gave the results I was looking for so I decided
the heck with them all. I use Paint Shop Pro. I made a template
with all necessary electronic symbols and icons and copy-and-paste
whatever I need, then connect the lines, add color, etc. Results are
fantastic. PCB's are also done with Paint Shop Pro.

Talk about doing it the hard way.
Do you tape up the boards by hand also?

I've used AutoSketch (a "light" version of AutoCad) from AutoDesk. It had basic
symbols for electronics - and a template for 'Electrical/Electronic Schematics',
which adjusted the grid, the toolbar and the symbol library, for schematics.
It worked well, until I changed to EAGLE.

No, but I bought it as part of a "software collection" - there's a company here
in Brazil which sells legal software at low prices. For a free schematic editor,
look for gEDA. It's for Linux but can be compiled under Windows.
