You've got two separate problems here - One, how to generate a sequence of
pulses, and two, how to pulse the lasers themselves.

Just the pulses are pretty easy, but I don't think I'd try it with one
chip - you need some kind of oscillator (like a 555) with a fairly narrow
duty cycle, and either a shift register or counter/decoder; then AND
the sequenced output with the clock pulse (to get the dead time), or
if the decoder or shift register has an output enable of some kind,
you could gate its output.

To drive the laser, you'd use a transistor (or MOSFET) switch, but to
recommend anything here, we'd need to know more about the lasers.

Probably wants to build casts/molds from transparent plastic. The point
crossed by the three lasers will have a higher heat level, melting the
plastic at that location but leaving the other areas of plastic in a solid
state. Add to this a 3d CAD program and you could build all sorts of
stuff. Boeing has some similar equipment, but it's a way way way more
expensive system due to the precision involved, power of the lasers,
materials used, waste handling, etc. It's not something that a casual
engineer would have much luck building.
 
Are you using the batteries in the pen or do you want
the power
supplied from another source? To supply external
power this is what I
do:
I usually take these pens apart(they only cost 1$)
and power the pen
from a 5 volt power supply that also powers the timer
and counter.
For the timer I use a 555 and feed it into a counter
and drive a npn
transistor base with a 1K resistor. The emitter is
connected to logic
ground or - and the collector is connected to the -
terminal of the
laser pen. I then use a diode from the +5volts to case
of the laser
pen(caution case of pen is now at +5 volts). 5 volts
will damage the
laser pen therefore 5volts minus the voltage drop from the diode and
the NPN will be the
about same as the 3 batteries.
From the picture in the link you provided it looks a
4017 5 stage 5
STAGE JOHNSON COUNTER will pulse in this sequence.
