I have a touchscreen that wont display VGA in, one of its pins isnt
connecting and it looks like its the horizontal synch, would I still get any
sort of picture without this? I wouldve though Id get a flat line somewhere
on the screen or would that only apply to a CRT?

a wire might be broken inside the plug that connects to the computer.
horizontal synch is pin 13.

Sorry I am just too fast for myself, I read the subject & not the body
before I replied.
you might get something on the screen if sync wire broken, how ever the
monitor, looks at the polarity of the sync's so the monitor knows what mode
to put the monitor in.

This is how "energy saving" CRT monitors respond to missing sync
signals:

http://www.maginnovision.com/Legacy/Service_Support/faq_power.html

====================================================================
If either Vertical Sync or Horizontal Sync coming from the display
controller are removed, the monitor will enter the Standby/Suspend
mode. In this mode, the deflection and high voltage are turned off,
reducing power consumption in the monitor to less than 30 Watts.

If both sync signals are removed, the CRT filament will be turned off,
in addition to the deflection and high voltage. This is the Off mode.
The monitor power consumption is reduced to less than 5 Watts.
