what does 31/2 digits mean?

I know it's a dumb question. But I see meters with 31/2, 41/2 and even
43/4 digits displays. So what is the 1/2 digit?

three full digits plus one digit that can only be
0 (digit off) or 1:

range 0 to 1999

four full digits plus one digit that can only range
from 0 (digit off) to 3:

range 0 to 39999
