I wonder what is about when getting dbOpenCellViewByType: Design
database revision (59) is not compatible with current revision (99)
from deOpen or calling dbOpenCellViewByType for a user design in
IC6.1.0?

This would happen if you are opening an OA 2.0 database in an OA 2.2
application. Was the data created with ICOA5141? (that uses OA2.0).

The command to do the upgrade from 2.0 to 2.2 is called "dfIIoa20222".
