VXL layout pin placement with skill

Im looking for a way to dump the pin and pin text locations to file
that can be read back in and restore the pin placement.

Also, has anyone every tried to build a routine that would place the
pins on the block pins based on connectivity? This would be very
useful with padrings, the routine would place the pin on the padcells.
