Viewsonic VG170m problem, bright white flashes...

I have a Viewsonic VG170m LCD monitor that when it changes modes I get a bright
white flash, the screen goes totally and very white instead of black like it
used to. It just starting doing this a couple of weeks ago. It takes a little
while to warm up before it will flash, something thermal maybe? The flash lasts
a little bit longer than a 1/4 second. When it flashes there is a very thin
single black line randomly placed but fully across the screen horizontally, if
that matters.

This is hell on my eyes, like a photo strobe going off when my eyes are adjusted
to the dark.

Any hints or tips on what's going on and how to repair it?

Now the monitor flashes bright white when it gets turned off. I have yet to open
it.
