USB Type C question

My new usb tester shows no voltage on this type port, but type A is
ok.

They start at 5V/0.5A and need negotiation to get a higher output
voltage or -current.

Maybe it is defective?
I think a USB-C charger can be used on older devices with just a
passive adapter, so it should be compatible with that.

Not trying to charge anything. It is an open circuit so I was
expecting to see 5v there like any other usb.

USB c does not provide voltage.
