UPS Starting to Misbehave...

All,

I have an APCC Smart-UPS 700, which has been working happily since new some
18 months ago. In that time it has handled a number of power outages, and
performed well. The whole time it has been running an XP home pc, and the
load hasnt changed since installed new(No new equipment in this time). The
UPS uses the XP power management facility, as it was able to detect the UPS
make & model correctly.

Over the past few months, I notice it gets more upset when there is a
momentary power outage. When power is re-established, the available battery
capacity has dropped from 100% to approx 15%. In a couple of instances, the
UPS has initiated a shutdown sequence after power was restored, despite the
power outage being only 2-3 minutes. Even if I leave the pc off(but leave
the UPS on), the battery capacity doesnt seem to climb back up to 100%
Running the test mode doesnt seem to resolve it. The only way to get
indications there is a reasonable amount of reserve capacity is to shut the
unit down, and re-start it. Then, the indicators come back to 100%.
I recall a power outage not long after buying the UPS. When power was
restored, the capacity was down to about 60%. Within an hour or so(cant
remember how long exactly), the capacity had climbed back up to 100%.

My question is, am I looking at symptoms of tired battery, or does it sound
like the power management electronics are misbehaving? I suppose plan A is
to try a new battery.
