Unknown TO-220 Component

Hello again all.

Once again, I have found a component, this time out of a 5VDC 2.3A SM
regulated power supply, that I cannot find any information on. It is in a
TO-220 package, except it is all plastic, no metal except for its pins.

At first I thought it was a voltage regulator, but I later took a 7805 +5v
regulator out of it, so it most likely isn't.

It is marked as follows:
