I heard there is a small selt contained DVD player for sale at Aldi at the
moment for around $400....
Plays DVD's and has a little 5.6inch screen, problem is it doesn't have a
Tuner for TV, but it has a Video input.
Is it possible to buy a TV Tuner that can be plugged into that Video In
socket (and of course sound somehow) or does something like this not
exist??

Maybe better off buying a small portable TV (with a video in), then get a
car DVD player separate??

BENQ has one for $300.

Why dont you just look at a handheld TV ?

D-Link have a USB model.
 
Or you could use a VCR.......
