Does anyone know about this? If you buy a TV Tuner Card for your PC, Would
you be able to tune in to overseas stations? Thanks

Most of the cards sold in North America are NTSC Standard and will not
recieve the PAL or SECAM Broadcasts.

No, the channels you are able to receive depend on wheather they are
broadcasted in your area or not. Having a different receiver will not
change
this. However, if the channel you mean broadcasts on a frequency you don't
have a receiver for, and that TV-card is able to tune in to that
frequency,
you would be able to receive that channel.
