tuner/vcr not displaying color?

I bought a used NEC PC-VCR (S98A) a few months back, and up until a
couple of days ago it worked fine. For some reason, when watching
cable TV through it, I no longer see color, and the image occasionally
flickers slightly. After a couple of days of this, I put in a VHS
tape to see if I could see any color, and the VCR turned itself off,
displaying 00; this is the troubleshooting code for "something is
wrong". An old tuner I have laying around displays the cable tv image
fine.

Any suggestions on how to troubleshoot this? My only guess would be
the very humid weather we've had here recently; if that's the case, is
there anything I can do?

I'm not familiar with that model, but if it has a switched-mode power
supply, I would bet it has some bad caps in the power supply. You would
probably need an ESR meter to find the bad ones.
