Tube socket layout software?

--At the moment I'm trying to fab some "sockets" out of copper
plated PC board. Dimensions are decidedly non-standard (Russian Nixies).
I've got drilling the holes down pat with a funky cnc rotary table and a
manual milling machine, but what I'd like to do next is to lay on a mask
and etch away the unneeded copper. Paths would radiate from the socket pin
holes, then bend to route to one side of the board. Can someone recommend
software, preferably freeware or shareware that a simpleton like me can
learn quickly, to do this sort of thing?

Cadsoft's EAGLE has a library Editor that does this cleanly.
You could also do it by just building a board with pads & traces.

with the paper-toner-ironing transfer technique. Hope to take a whack at
