Toshiba is said to be talking to Chartered Semiconductor about out-sourcing 28nm NAND flash manufacturing. The news comes after the June announcement by new Toshiba CEO Norio Sasaki said that he may give the go-ahead to the building of two 28nm NAND flash plants which had been postponed.
