Toshiba CF3566A dim picture

Picked up this set the other day, has an odd problem. The picture is quite
dim even with the brightness and contrast turned up all the way. I know the
CRT and associated circuits are fine because the OSD looks normal, also the
picture itself looks fine other than being very dim so there's obviously a
problem in the luminance circuit. I don't have a schematic and the chassis
looks rather complex, has anyone experienced this fault?

Check that the video processor has the proper supply voltage as a low
value there will obviously result in a dim video.
