Toshiba 32" Telvision

I have a 32" Toshiba telivision model 3CF3272B that displays thin
white vertical lines across the top 6" of the screen. Imediately under
those lines are 3 thin colored lines that change coler and blink. The
whole picture blinks occasionally, other than that it is working fine.
If anyone can give me some input on this matter would be greatly
appreciated.

If you mean "horizontal", not "vertical", then you are seeing retrace
lines, and teletext info. Change the electrolytic caps in the vertical
deflection stage.

Failing capacitors in the vertical circuit. Do a Google groups search for
specific locations and information on the exact types required. Otherwise a
fairly inexpensive repair if you stop using the tv now, typically under $125
total if you take the tv into a qualified servicer.
