To build my own electronics where I start from?

I'm studying electronics for months myself.
Now, I clearly understand the basic things about electricity and laws.

I really wanna start small projects that make practical devices like
battery charger, solar powered fan, and etc.

I'm looking for beginner/intermidate level electronics magazine.

I have The ARRL Handbook for Radio Communications, 81st editiong,
2004.
I'm not the level of understanding or building project devices in this
book.

Wow. Starting with the ARRL Handbook sounds pretty steep for a newbie. At
least you know it won't steer you wrong. You've got a great reference there.

There are lots of good tutorial sites on the web (and tutorial is a
great key word to add to google searches).
