Timing information in standard cell library

Hi,

I wonder how to obtain non-specified condition timing information from
standard cell library timing tables. Interpolating the existing timing
table has large discrepencies and PrimeTime only takes the cell
library data. Also, parasitic and floorplan (placement and routing
etc) affect timing too. Is there any new technique to handle this?
