three element "neon bulb" in Electric Blanket...what's it do

Dismayed by the fact that all my electric blankets seem to fail after a
few years, I took one apart.
the failure mode seems to be degradation in the "heat tape" that
snakes thru the blanket.
But there's also a gizmo that looks like a 3-element neon bulb
that's in series with a 1.5 ohm resistor across the line.
Only thing I can imagine it does is shunt line transients????

nope, it's inside the power connector box at the foot of the blanket.
