It looks like a badly OCR'ed scan that the author has been too lazy to
proof read.

The narrow context of the definition above is not good. Pre emphasis is
used in many analogue audio and video systems, not just FM radio. The
definition is full of jargon words ( SNR, deviation, baseband, ) -
requiring the novice to look them up too.

Be fun to see the gibberish that results from that.
