100v? (5-10mf)

2 - Can other values can be used with inexpensive standard capacitors for
voltages between 400 - 600 volts to achieve the same result?

Some specifics about what you are doing might help.
Your answer is too clear, and eliminates too many possibilities!

What type of vehicle is best to drive would be much closer to an acceptable
lack of specifics. Including car, and highway narrows it down way too much!
