Folks,

In techfile, functions are defined for each layer, in layerRules
section, there is a rountine, techGetLayerFunction to retrieve that
information. Niether itkDBTech*h
mentions that nor itkUser manual tells how access layer funstions via
itkDB!

Is there alternative way to get layer functions from techfile via
itkDB?

You should contact customer support and ask for an enhancement request to allow
access to this from ITK. It doesn't seem to be possible right now.
