Synopsys Leda rules for Verilog, what happened here?

Hi, there

I received Leda rules from customer, it was designed for Leda 4.13,
which I expect to work with Leda 2006.06. With LEDA_DK_LIB_PATH
and LEDA_CONFIG set, upon executing "Leda &" and create new library,
everything is clean but leda give me a report with no error or warning.

When I tried to load the configuration manually from Check->Load
Configuration,
it gave me Incompatible version error. See the log.

How can I fix such problem?

PS:
The funny part is, upon executing "Leda &" and run first check, the software
never
showed this incompatibility and gave me zero error or warning.
