SUB - BGT question - again

I am a little curious about the inner working of the monitor now -
Why would they place the SUB -BGT right next to the H V ADJ (it is on
the left side of the monitor) and have the two GAIN pots and the
CONTRAST pot together (they are bunched together at the back of the
monitor)? Should the SUB - BGT be next to the GAIN and the CONTRAST?
It seems like a easy way to kill yourself if you turned the wrong one
considering the HV ADJ is sitting next to the SUB BGT!
 
The service controls are placed for expedience in circuit layout, not
user convenience.
