Special licensing for LEF/DEF API header?

Hi,

I wonder if someone can confirm that there is a need for licensing
LEF/DEF API header files. I try to use the API but can't find header
files under my installed directories (Version 5.6). There are posts
about these header file before but the conclusion was that licensing is
needed.
