speaker noise

Hi,
Can someone tell me what causes static in my computer speakers, whenever
something else in the room is switched on, or when my cell phone is being
used near it? How to remedy it, or at least tell me where else to ask?

Interference.
Better quality speakers tend to be more resistant to this.
Mains filters may or may not help, probably will with the "switched on",
but not with mobiles.

Also...

Have a look at the settings for your sound card. Perhaps you need to mute an
unused input?
