Does anyone have details of the strike voltage and running requirements for
90W SOX lamps?

There is an ANSI standard C78.41-2001:

There you can get the following data for the 90 W SOX lamp:

- minimum open circuit voltage: 420 V rms
- nominal operating voltage: 112 V rms
- nominal operating current: 0.94 A rms
- nominal operating wattage: 91 W
- maximum crest factor: 1.6
