Going through US immigration control in more relaxed times a few years
ago, we were rather intimidated to find ourrselves facing a mountainous
guy, neck tapering towards the head, face set like concrete. He barely
glanced at us, the usual questions and simple factual answers. Then he
looked at the passports, and a glance to check they matched- when he got
to the boy, the photo was taken when he was a pretty 14 year old, since
when he'd not only grown but gone punk, with spiked-up and dyed hair. On
looking up at him, Cerberus's face simple cracked- "Ooooohhh maaaaan!!"
After which he was as nice and chatty and welcoming as a holiday camp
receptionist...

It's the same here in Canada. I renewed my passport this year, and I
had to have my picture taken again because I had smiled. Here are the
requirements:

I had to renew my California driver's license last month and the jolly
imbecile behind the counter wouldn't take the picture until I *did* smile.
Now I'm saddled with an I.D. for the next several years looking like a
demented terrorist with a vapid grin topped by two steely eyes shooting
daggers at the DMV droid...
