Here is an answer I got from Cadence when the default selection area
has changed:
There is a .cdsenv environment variable that will make the tool do what
the you want.

layout useTrueBBox boolean t
--------------------
This is the opposite of what I wanted, but it was the clue I needed. So
I changed this default
to
--------------------------------------------------
layout useTrueBBox boolean nil
---------------------------------------------------
And " presto" I get what I wanted.
The behavior I was looking for is to have the selection area of a
placed cell be reflected by the first
polygon (rectangle?) on the "instance drawing" layer by default and not
the bBox of the cell.
Looks like some point in the last 5 years, cadence has silently changed
the default behavior.
(I think this because extensive searching of here and sourcelink etc.
has not documented this
change!)
